Freedom of Expression - Major event as direct access in Tajikistan, June 2015

According to TeliaSonera’s Group Policy on Freedom of Expression in Telecommunications, we will, whenever possible, report on our efforts in relation to requests or demands with potentially serious impacts on freedom of expression in telecommunications.

Government's requests or demands often serve legitimate purposes such as the protection of certain human rights, but they may also be problematic in that they could conflict with other human rights. TeliaSonera's commitment is to respect freedom of expression in telecommunications.

In Tajikistan, on December 1st 2014, the Chancellery Unit of the Admin Section of Tcell received a letter from the Technical Operations Department of the Ministry of Internal Affairs of the Republic of Tajikistan, under registry of #2854 as of December 1st 2014, where Tcell was requested to facilitate with the provision of purchase of SORM UPS, model APC Smart UPS 5000 for the System for Operative Investigative Activities/SORM, an upgrade of the system. The above request is part of Tcell obligations of License requirements related to SORM and maintenance. The UPS is needed for the proper functioning of the SORM system.

The Tcell management team discussed and agreed to satisfy the request. This decision was reviewed and accepted at TeliaSonera Group level.  The cost of the APS SMART UPS 5000, was 18.600 TJS (or approximately 2.850$).

The Policy of TeliaSonera is not to engage in the politics of the countries in which we operate. We do not comment on politics or make political statements when representing our company. However, TeliaSonera does engage in dialogue regarding requests from authorities that affect our business and customers of companies in which we have ownership interests.

TeliaSonera, as one of the ten principles in our Group Policy, has publicly committed to comply with requests or demands relating to the surveillance of communications only to the extent required by law, including formal requirements. TeliaSonera will continue to promote this view when in dialogue with Governments and authorities.
