Sonera to deliver a high-speed regional network to all South Karelian municipalities

Tietomaakunta eKarjala Oy and TeliaSonera Finland Oyj have signed an agreement on the delivery of a network called eKarjala Tietoverkko 2, which will cover the South Karelia region. According to the agreement, Sonera will supply Tietomaakunta eKarjala with a top-speed data network based on the Sonera Regional Network solution and build the availability of trunk network connections with the speed of up to 10 Gb/s to all 14 towns and municipalities of South Karelia. The network will provide a steady platform for the networking operations and network services of the South Karelian municipalities, as well as the South Karelian educational federation of municipalities, the South Karelian hospital district and the South Karelian rescue department. eKarjala Tietoverkko 2 will respond to the challenges of communications and information security and promote the development of a network infrastructure that would cover the entire region and especially provide companies with the connections they require. The agreement is a continuation of co-operation that began in 1999.

The Regional Network Solution covers the whole of South Karelia. The network also provides high quality and speed access outside the region. The networking needs of companies located in municipalilities have crucial bearing on the planning and implementation of communications capacity and new technology.

eKarjala Tietoverkko 2 comprises a backbone network, subscriber lines and a common high-speed Internet connection. Third-party networks can be included in the network via firewall. The network can be used to transmit traditional data as well as voice and video. The company, Tietomaakunta eKarjala Oy also has a node called Tietomaakuntasolmu in eKarjala Tietoverkko 2, through which the company, Tietomaakunta eKarjala Oy offers for example eKarjala.fi portal services and an e-mail service for schoolchildren.

The solution includes the technical operation and monitoring of the network, as well as service-specific helpdesk services and a 24-hour fault report number. Sonera's partners YIT Primatel Ltd and Isoworks Oy handle the all installation, maintenance and fault repair work in the regional network. In South Karelia, these companies have offices for example in Lappeenranta, Imatra and Parikkala.

The solution includes a dublicated firewall service, which has up-to-date and efficient active equipment and can be managed organisation-specifically. It enables safe remote access from the Internet and the prioritisation of certain types of communications. Introduction, maintenance and control are also included in the firewall service.

In the municipal context, communications are classified, observing information security, into the following groups: government, healthcare, school environment and that of authorities needed.

The Regional Network solution will include the Mobile Gate service, which enables UMTS in addition to current modem, ISDN, GSM, GPRS and EDGE protocols.

Municipalities and federations of municipalities may also order the Sonera Content Filtering service, which can among other things prevent schoolchildren from accessing sites containing violence and adult entertainment. Spam Filtering is another service that can also be ordered.

The region is already at the second stage of development as regards the regional network. In particular, Tietoverkko 2 enables the adoption of common information system services. The network also gives excellent support to new services with sound and video images. I believe that eKarjala Tietoverkko 2 will make South Karelia the region with the most modern information network infrastructure in Finland. The network will consist of Village Broadband connections and a new regional network for municipalities, which will be built by the end of 2004. The developed information network infrastructure in the region has inspired municipalities in South Karelia to co-operate in creating new network services, for example new tourism, culture and leisure services".
