Sonera concluded a framework agreement on providing telephone subscriptions and services for the State of Finland
As a result of competitive bidding, TeliaSonera Finland Oyj and the State of Finland's central procurement unit Hansel Ltd. signed a framework agreement on the provision of telephone subscriptions and services for the State of Finland. The agreement is valid for a maximum period of four years and covers both fixed and mobile subscriptions and services and governmental customer service solutions.
In preparing the agreement, the parties took notice of the recent public debate about the cost of the customer service numbers of government bodies. Sonera now offers a solution where only the normal call charge will be collected, regardless of whether the caller uses a fixed-line or a mobile phone. This is in line with the guidelines of the Debuty Ombudsman of the Finnish Parliament according to which customer service callers should not pay more than the basic call charge determined by their subscription agreements.
”We feel that the choice of Sonera as the single supplier of telephone subscriptions and services for the State of Finland was a real vote of confidence in our company, services and expertise. We aim to meet the needs of government units by offering them total solutions varying from subscriptions and services to customer service numbers”, says Markku D. Järvinen, who is in charge of governmental customers at TeliaSonera.
”This framework agreement-based arrangement allows the State of Finland’s procurement units to acquire services directly from Sonera without having to go through individual competitive tendering processes for telephone subscriptions”, Timo Rantanen, who is in charge of the ICT service unit at Hansel.
The State of Finland consists of approximately 100 government bodies and state enterprises that make independent decisions regarding their telephone subscriptions and services. The government bodies have a total of approx. 2,500 permanent offices around Finland. Most of the offices are located in Helsinki and in the capitals of the former and current provinces.
