Telia Company is the leading supplier of telecom services in the Baltic countries. The first investment in the region was made in 1991 in Estonia, where Telia Company is the majority shareholder in the mobile operator EMT and the fixed network operator Elion. The companies are both leaders in their respective markets. In 2015 the companies merged and changed name to Telia.

The fixed network market in Estonia was deregulated in 2001. Fixed network companies in the Baltics face competition primarily from the mobile sector and from cable TV companies.
