FCA granted exceptional permission

On January 21, 2003, the Finnish Competition Authority (FCA) granted an exceptional permission to Hämeen Puhelin Oy and Sonera Corporation for procurement cooperation and cooperation in the Internet services market.
The procurement cooperation allows Hämeen Puhelin to utilize the purchase agreements on the network products of the fixed and mobile networks that Sonera has concluded. A condition for this is that the vendors approve the use of common terms and agreements. As a result of the cooperation in Internet services, a new broadband service targeted at consumers will be launched this winter in Hämeen Puhelin's market area in Hämeenlinna and its environs. Sonera Plaza will be responsible for the service content, and the physical interface will be supplied and maintained by Hämeen Puhelin. Pursuant to the conditions set by the Finnish Competition Authority, Hämeen Puhelin is also obliged to offer network products to competitors in the wholesale market of broadband Internet products. The rival operators must have the opportunity to compete with Hämeen Puhelin and Sonera financially by leasing Hämeen Puhelin Oy's networks. On January 3, 2003, the FCA approved the transaction by which Sonera acquired a 40% minority holding in Telekolmio Oy, which serves business customers, from Hämeen Puhelin. In addition, Hämeen Puhelin and Sonera have also agreed on extensive business cooperation. Hämeen Puhelin sells Sonera's mobile services and long-distance and international calls, for example, to its consumer customers. Further, Telekolmio sells and represents Sonera's voice, data, mobile and intelligent network services, PBXs and total telecommunications solutions. "Our cooperation is based on the principle that Hämeen Puhelin and Telekolmio continue to be responsible for their customers and for developing their operations even in the future," says Jaakko Nevanlinna, Executive Vice President at Sonera. "Sonera is the best partner for us, as we have similar visions of the future. The telecommunications, IT and media sectors are converging, and new regional services will be increasingly important," says Reijo Syrjäläinen, CEO of the HPO Group. In addition to Hämeen Puhelin Oy and Telekolmio, the HPO Group includes the Hämeen Sanomat Group, Aina Oy and Hämeen Tietotekniikkakeskus.
